Monitoring Evaluation Reporting Accountability (MERA)

Overview
MERA is our government‑aligned M&E framework that delivers auditable, interoperable data to inform adaptive management and demonstrate impact across restoration landscapes.
It integrates geospatial, biophysical, socio‑economic, and financial datasets to support evidence‑based decision‑making and public accountability.
Purpose
Objective: quantify landscape‑scale outcomes, validate ecological and social impact, and provide donor‑grade reporting that aligns with KFS and MECCF reporting protocols and national climate commitments.
Indicator Suite
We publish a targeted indicator set designed for rigour and operational relevance: hectares restored; 12‑month tree survival; seedlings produced and distributed; tCO₂e estimates; households reached; disaggregated women and youth participation; watershed health proxies; and CFA stewardship status. Indicators are reported at defined cadences and disaggregated where relevant.
Data Architecture and Methods
High-resolution satellite change detection, GIS polygons, and GPS-referenced sample plots.
Stratified random plots, survival/growth surveys, biodiversity transects, and hydrological spot checks.
Mobile data collection, geotagged time-stamped imagery, and participatory community scorecards.
Household surveys and focus groups for livelihood and benefit-sharing analysis.
Segregated custodial accounts, transaction logs, reconciliations, and output-linked financial controls.
Governance & Quality Assurance
MERA outputs are reviewed by the Technical Working Group and escalated to the Joint Implementation Committee. Misitu Milele’s Secretariat manages data collation, quality assurance, public dissemination, and methodology governance.
All field teams operate under standard operating procedures and regular training. Periodic third-party verification and independent audits validate methodologies and reported results.

Reporting Products and Access
Public deliverables include Quarterly Implementation Briefs, an Interactive Impact Dashboard with CSV/API export, and an Annual Performance Report with audited financials. Technical annexes (sampling protocols, carbon accounting notes, data governance policy) are available for download. Non‑sensitive datasets are published openly; sensitive personal data is protected under our data governance and FPIC commitments.
Community Participation and Capacity Building
Communities and CFAs are co‑producers of data through participatory monitoring modules, simplified mobile forms, and targeted training in basic GIS and data stewardship. Grievance redress and feedback loops are integrated into MERA to ensure accountability and local ownership.
